How KHDA Ratings Work: What Every Dubai Parent Needs to Know

What is KHDA?

The Knowledge and Human Development Authority (KHDA) is the government body responsible for the regulation, oversight and improvement of all private schools, universities and other education and training organisations in the Emirate of Dubai. Established in 2006, KHDA has been instrumental in transforming Dubai's private education sector from a largely unregulated market into one of the most inspected and transparent school systems in the world.

Every private school in Dubai is inspected by KHDA on a regular cycle — typically annually for schools rated Acceptable or below, and once every two to three years for schools rated Good or above. The Six KHDA Performance Standards

1. Students' Achievement

This is the most heavily weighted standard. Inspectors assess attainment and progress in core curriculum subjects, the extent to which students exceed, meet or fall below curriculum expectations, and the quality of student work seen in classrooms and portfolios. External examination results (IGCSE, A-Level, IB, CBSE board, etc.) are also reviewed where applicable.

2. Students' Personal and Social Development and Their Innovation Skills

Inspectors observe how students behave, interact, and take responsibility. They look for evidence of student leadership, community service, creativity and entrepreneurial thinking. This standard has grown significantly in importance under KHDA's modernised framework.

3. Teaching and Learning

The quality of teaching is assessed through lesson observations across all year groups and subjects. Inspectors look for challenging and differentiated instruction, effective use of questioning, timely and constructive feedback, and integration of technology and higher-order thinking skills.

4. Curriculum

Inspectors evaluate whether the curriculum meets the requirements of the school's host curriculum authority (e.g., UK Department for Education, IBO, CBSE), and whether it is enriched beyond the minimum requirement. Cross-curricular links, breadth of subject choice, and provision for gifted students and those with special educational needs are all assessed.

5. The Protection, Care, Guidance and Support of Students

This standard covers safeguarding, health and safety, student wellbeing, and the quality of guidance provided to students on academic and personal matters. A school cannot be rated Outstanding if there are any concerns in this area.

6. Leadership and Management

The quality and effectiveness of school leadership — from the principal and governors through to middle leaders and department heads — is evaluated. Inspectors examine the school's self-evaluation, improvement planning, staff professional development and engagement with parents and the community.

What KHDA Ratings Don't Tell You

The KHDA rating is an invaluable starting point, but experienced Dubai school parents know that the rating has important limitations:

  • Snapshot in time: An inspection reflects the school at one particular moment. Schools can and do change significantly between inspections — for better or worse.
  • No indication of community or culture: Two Outstanding schools can have completely different atmospheres, values and parent communities. The rating says nothing about these factors.
  • Average performance: The rating reflects the school's average performance across six standards and many year groups. A school may be Outstanding overall but have a weaker secondary department — or vice versa.
  • No curriculum-specific benchmarking: KHDA inspects all curricula using the same framework. A Good-rated CBSE school and a Good-rated British school are not directly comparable.

Where to Find KHDA Reports

All KHDA inspection reports are published on the official KHDA website (khda.gov.ae) and the KHDA School Directory app. Reports typically include an executive summary, numerical ratings for each standard, key strengths and areas for improvement, and in some cases, comparison with previous inspection outcomes. Reading the full report — not just the headline rating — gives a much richer understanding of the school's actual quality.

ADEK: Abu Dhabi's Equivalent

Schools in Abu Dhabi are regulated by ADEK (Abu Dhabi Department of Education and Knowledge), which operates its own inspection framework — ADEK INSPECT — with a comparable but distinct rating scale. Schools in Sharjah, Ras Al Khaimah and other northern emirates are regulated by SPEA (Sharjah Private Education Authority) and their respective emirate-level education authorities. Always check which regulator applies to the school you are considering.
